The IP who attacked me last month is still stalking me, and he just attacked me again (I won't explain what happened, since it's both off topic and off-wiki)! We need to discuss on how to handle IPs who target certain people and don't care for the rules. These types of people torment nice people. Some get warnings, but if it's very serious, it's a block.

Depending on what the anon do s/he might get a temporary or even a perma-ban. You can put up warnings yourself, but to ban someone, a banhammer is needed.
