 First of all, if it ever is a spin-off, obviously Sora has to star in it. He's the driving force behind the entire series, for goodness' sake.
And secondly, the events of Coded and Reconnect have already shown what Sora's going to have to do in the next game : save Roxas, Ventus, Axel, Xion, Namine, Terra and Aqua.

So we have a few possibilities :
- If it is a spinoff, then it'd be the events that Riku went through to awaken Sora. Or otherwise :
- It could tell of Xehanort's past.
- It could be Riku's and/or Kairi's story.
- It could be either one of TAV's stories (most likely Aqua, since Terra and Ventus are not in physical form at all... or we don't know where they actually are, or who they actually are now.)
