Becuase multiple quotes (I can only think of Axel in Re:CoM for some reason) call him that. But, just as many call him Keybearer, if not more. Then again, Terra is called "Keyblade Master" by Braig, even though he didn't pass the Master Qualification Exam, either. Still, I guess you are right.
