Full Bloom and its upgrade Full Bloom+ are accessories that can be obtained in Kingdom Hearts II: Final Mix+. Representing lost Organization XIII member Marluxia, these accessories offer a decent boost to strength and a good boost to AP. However, they offer no boost to Magic. Instead, Full Bloom+ grants the MP Haste ability when equipped.

These can only be obtained through Item Synthesis. The only difference when making Full Bloom and Full Bloom+ is adding a Serenity Crystal for the + version. In order to obtain the synthesis recipe, you must first defeat Marluxia's Absent Silhouette in Beast's Room at Beast's Castle.
