(He was being mocking. You can clearly hear it in his tone. Roxas and Seifer weren't being serious when they were speaking with each other in this scene. Isn't that made obvious by their tone and movements in the scene?)
(I strongly disagree. I've always felt a bit of sincerity from Seifer there. People can interpret cutscenes, body language and tone differently. Please leave it ambiguous and neutral and stop forcing your interpretation.)
