The Mayor is the two faced "leader" of Halloween Town. He is two faced because he has two faces which show his emotions and they switch often between sad and happy. Although he is the mayor, he says he can't do anything without Jack Skellington's help, as he is only an "elected official".

The two-faced mayor of Halloween Town. His face switches from a happy version to a sad one depending on his mood, which seems to change pretty often.
The Mayor relies on Jack to make preparations for Halloweeen. In fact, the Mayor can't decide a thing without Jack's help.
