And the reason WHY he is. Xehanort's Heartless was formed from the heart of Master Xehanort correct? It was said he possesed all the characteristics of him while Xemnas possessed the characteristics of Terra. We know that Xehanort's Heartless has an EXTREMELY powerful former self. Also, Xehanort's Heartless did not have 13 underlings and many Nobodies underneath him doing all the work. He did it himself with the aid of some heartless. Xemnas was only as powerful as his various forms because he actually entered Kingdom Hearts whereas Xehanort's Heartless did not. That being said, the only true form of Xemnas unaided without KH would be the one where he fought sora for the first time in the Altar of Naught. However, Xehanort's Heartless became the World of Chaos by his OWN power and not Kingdom Hearts. Also, the reason why the Nobodies and Organization laid so low in the first game was because the Heartless were so strong and plentiful as well as Xehanort's Heartless leading them. Indeed by Kingdom Hearts II, the Heartless legions were reduced DRAMATICALLY and they were being led by incompetent idiots like Pete and Maleficent. Had Xehanort's Heartless been around, the Organization would have faced great danger and perhaps annihilation due to the much stronger Heartless and Xehanort's Heartless. Also, the End of the World would have been untouchable to the Organization due to the VERY powerful and vast amount of Heartless residing within it. Xehanort's Heartless tackled a still very powerful Sora, Donald and Goofy at his strongest AND survived the fight afterwards being only eliminated by the light of Kingdom Hearts and not Sora's keyblade. Xemnas however was beaten by Sora one on one and then fled to Kingdom Hearts for more power otherwise he would have perished. Xehanort's Heartless also eliminated Lexaeus effortlessly while he possesed Riku, at only 1/5th his full power. It's not unreasonable to conclude that he would have easily been able to massacre the lesser members of the organization as Riku possesed, and destroy the superior ones as his true and full form. You can argue that Xemnas was wiser then Xehanort's Heartless, you can argue that he was more succesful, but you can't argue that he was more powerful. End of discussion
