Check Ultima Weapon for the recipe, which is found in the Twilight Town basement. The main requirement is Orichalcum+, which are rewards for completing important parts of the game. The last one isn't given until you defeat Xemnas at Memory's Skyscraper, though, so you won't be able to get the Keyblade until then.
