I think that somewhere we should have some kind of list of the NPCs who appear in the games but not the journal. Kingdom Hearts II names some of them (the shopkeeps and Moogles specifically) as well.
So far, I know of:
- Traverse Tidus
- Traverse Street lady
- 2 Traverse Shop man
- Traverse Fat man
- 5 Moogles
- Agrabah Street lady
- Agrabah shop man
- Agrabah Wakka
I think there's some in Halloween Town (the mummy?), as well as some mermaids in Atlantica, but I can't find them and I'm not sure. If anybody knows about who's missing, that would be really helpful. Even if this isn't good enough for a real article, I'd like to have a sandbox page in my userspace with the info.

 This is a good idea, not particularly article worthy, but they should be mentioned somewhere...possibly on the game's actual page? And what about the named Moogles? I'll be sure to let you know if I discover any more...not sure the Mummy or Mermaids exist, though. Never really bothered with the NPC's...but if you've already named the Moogles in your above list, then I apologize.
