Damn Xehanort

Are we really sure kingdom hearts would give the organization their hearts back? I mean we really only have Xemnas' word on that(see title)

Sorry, but I'm confused about the line, "... as is the case for Xehanort, who was not able to absorb Terra's heart into his own."
