Usually a person's heart can only create one Nobody but under rare or unusual circumstances they create many which is proven by Sora, when he became a heartless, Sora didn't only released Kairi's heart giving birth to Namine due to their hearts being merged and then released it also gave birth to Roxas.

Although Nobodies are born as empty shells, they are capable of developing hearts of their own over time. Additionally, the shells can be implanted with the heart of another, becoming a vessel for that heart.
