Xehanort has no powers... unless of course you mean Xemnas or Ansem, Seeker of Darkness, but as for Xehanort himself...

uhh... if you're not talking about Xemnas/Xehanort's heartless, then of course its gonna be Cloud.
On the other hand, Xaldin could beat Cloud, but anyway... <rest of sentence>.

I reckon if it was normal Xehanort, like not The nobody or Heartless, Then Cloud. but I'm going to favour Xehanort anyway.

But don't forget Xehanort was the second bad guy in the BbS trailer.

If I may suggest, a more balanced match... say... Terra V Sephiroth?

I like that one... I'm gonna say Terra would get owned though, just because, Logicly, Sephiroth>Xheanort>Terra
When you fight him in KH2 he's on super steroids so as to be the hardest boss in the game, he normaly wouldn't be as strong as he's portrayed.
That and Seph's a God, but Terra has that "Bigger than you are" key-gun-blade, but Sephiroth's Sowrd is also "Bigger than you are"... but seph could just sin-harvest him... then Nova meteor... and then there's well, Octo-slash

Honestly, I'd have to go with Sephiroth. He teleports all over the place, his sword is five times longer than what any human would even bother to carry on them, and he's got his Heartless Angel move working for him. While Terra is a powerhouse and, when given the chance, could probably wail on Sephiroth for at least three bars of health, Sephiroth could still defeat him easy.
