The Peepsta Hoo tends to appear in battle with other enemies. When battle starts, they will try to scan the player or their Spirits and, if successful, will proceed to launch feather projectiles at whomever they Scanned. These feathers aren't too powerful on their own, but they can easily interrupt the player and are annoying to avoid.
 
Fortunately, Peepsta Hoos have low health and are easy to flinch, which interrupts the Scan. One or two good physical combos should take one out, as should a good area-striking command. Light attacks are especially effective against this enemy, as well.
