Phoebus's personality initially starts out in a fashion similar to his occupation: a captain loyal to Judge Frollo. Unlike Frollo, however, Phoebus possesses good moral judgment, one based on facts, and not on mere appearances and discrimination. Phoebus is a sympathetic and compassionate man, as visible in his defensive and protective actions for the gypsies and Quasimodo.
