It won't prevent people from creating random pages if they're so inclined, they'll just ignore it; and on the other side, I don't know if we really need to slow down the process of creating new articles by requiring staff approval. But, you know, it ''would'' be a help for when people start making articles based on untranslated/really BADLY translated materials, so I dunno...
