Skuld reasons that it's in part because the identity of the Union Leaders was meant to be kept secret until they all met at this moment. Skuld then wonders aloud who the other three Union Leaders could be - but Ephemer admits that he has no idea - admitting that, before Skuld showed up, he hadn't put much faith in what Ava had said, so he couldn't possibly think of who could be coming.
