You may use it, and most of the time it will lead to Final Form. This is also a good way to escape the attacks and heal yourself, though some of the time this doesn't work. Another easy trick to get Final Form is by entering Wisdom Form while fighting the Sorcerer Nobodies at the top of Nothing's Call. You may also get Final Form easily when battling Saix. As soon as the battle commences use Valor form and it may work and you have Final Form, but if you get defeated you need not to worry, just activating Valor form in the beginning of battle again will bring Final Form back.
