Sora arrives at The World That Never Was after he and Riku have successfully locked all seven sleeping Keyholes, wondering why he has not yet awoken from the realm of sleep. At this time a resurrected [[Xigbar]] greets him and explains [[True Organization XIII|"they"]] have been guiding him to this world since the exam began, and have trapped him in a dream within the dream. [[Xehanort|Young Xehanort]] shows him a series of past events and explains to him the laws of time travel that have allowed him to come to this point in time, knowing everything that is predestined to happen through the knowledge of his other selves. When Sora awakens from the vision he finds himself in the Dark City and pursues an image of [[Naminé]], but when he catches up to her she turns into [[Xion]] and pulls away, putting her hood up. Sora again reaches her but she lowers her hood to reveal she is now Roxas, who passes onto Sora his painful memories. Sora continues through the city to a series of ruined skyscrapers, and another series of visions assails him, this time from Ven's memories, as well as Sora's own memories of meeting Aqua on Destiny Islands.


Arriving to The World That Never Was, Sora is confused on how the Organization's world is among the seven Sleeping Worlds. By then, Sora gets a reception by [[Xigbar]] who reveals that [[True Organization XIII|"they"]] have been guiding him to this world since his [[Mark of Mastery]] began. Trapping him in a dream within the dream, [[Xehanort|Young Xehanort]] shows Sora a series of past events and explains how his ability of time travel enabled him and his future incarnations to know everything that is predestined to happen up to this moment and manipulate it to their advantage. Coming to in a dream version of the Dark City, Sora finds a shade of [[Naminé]] who transformed [[Xion]] and pulls away, putting her hood up. Sora catches up to the figure, lowering the hood to reveal [[Roxas]] as he gives Sora his memories. Riku arrives in dream The Castle That Never Was, pondering why he has not awoke up yet before finding Sora trapped in a sphere of darkness. The [[Anti Black Coat]] Nightmare spawns from within Sora and Riku fights it off, but he is swallowed by darkness and confronted by Ansem. Ansem reveals that, other his group's scheme to trap Sora in darkness, that Riku technically became a Dream Eater within Sora's dream since their confrontation with [[Ursula]]. Remembering his promise to [[Terra]] when tempted to open his heart to darkness, Riku defeats Ansem and arrives to the actual World That Never Was as he towards the castle to save Sora.
Xigbar and Xemnas explain to Sora their plan was to turn all members of Organization XIII into clones of Master Xehanort once their Kingdom Hearts was complete, and to this end Xemnas concealed from the Organization members that over time Nobodies will form new hearts, the denial of their budding hearts making it easier to turn them into vessels for Master Xehanort's heart. Xigbar also taunts Sora's lack of power compared to his friends, as it is only those bonds with true Keyblade wielders that strengthen his heart enough to wield it himself. Angered over these revelations, Sora is left by Xigbar to battle Xemnas. Though Xemnas is defeated, Sora is exhausted and collapses, consumed in darkness. Young Xehanort tells him that they have successfully lured him into the deepest depths of sleep, and used the [[Recusant's Sigil]]—the "X" on Sora's shirt—to track his progress through the worlds and manipulate him into coming here. Sora falls unconscious shortly after, but in the depths of his heart, Ven's heart grants Sora his Keyblade Armor for protection.


In his dream, Sora continues through the city to a series of ruined skyscrapers, and another series of visions assails him, this time from Ven's memories, as well as Sora's own memories of meeting Aqua on Destiny Islands. As Xemnas arrives, he and Xigbar reveal that Nobodies do manifest hearts eventually. From there, revealing their original selves' research was for mind-altering purposes, Xigbar reveals that true purpose of the members of Organization XIII where to become clones of Xehanort once their Kingdom Hearts was complete. Though Xemnas admits that he and Xigbar had set backs, they have already had a back-up plan. Enraged by the new information, taunted by Xigbar saying he only got his Keyblade because of true Keyblade wielders and not his own merit, Sora asserts that his friends are his power as a livid Xigbar leaves Xemnas to deal with Sora. Though Sora won the fight, he collapses as Young Xehanort arrives and reveals the entire fight was arranged so Sora would be too weak to resist the deepest slumber. Young Xehanort also reiterates that he and the other incarnations of Xehanort long planned this, placing a [[Recusant's Sigil|"X"]] on Sora's shirt to track his progress through the worlds and manipulate him into coming here. Sora falls unconscious shortly as Young Xehanort tells him that his body will belong to Xehanort. However, as his body is taken to [[Where Nothing Gathers]], Sora is saved from sinking into the darkness by Ventus's heart granting the body his Keyblade Armor for protection as he lands within his [[Deep Dive|subconscious]].

Ansem reveals that by luring Sora into a dream they have been able to trap him in darkness, and that following the battle with [[Ursula]], Riku has actually been traversing Sora's dreams instead of the worlds of the realm of sleep, and has been protecting Sora as a Spirit, signified by the emblem on Riku's back. Riku defeats Ansem and returns to the World That Never Was at Memory's Skyscraper, and heads to the Castle That Never Was to find Sora and save him.

King Mickey arrives and freezes the group with [[Stop]]za, but Young Xehanort recovers and knocks him away, summoning a [[Young Xehanort's Keyblade|Keyblade]] and causing Mickey to realize that Master Xehanort has transferred his consciousness to his younger self.
