Despite his destruction, Xigbar is revived along with "Ansem" and Xemnas. Later, as Sora makes his way to the Castle That Never Was, Xigbar confronts him again, and he and Xemnas reveal that the true purpose of Organization XIII was to gather thirteen empty vessels to hold the essence of Xehanort and become other incarnations of him.
