As far as I know, it wasn't decided as such. If this is following my edit reverts, it's because I accidentally put in the wrong picture (when it should've been for Les Histoires Duchemin), then because I was so desperate to put everything right, I rollbacked all my edits. Simply change the text to say what it did in its original version, what you rollbacked away last time.

You know the Forums' Heartless Manufactory says that users who receive warnings for personal attacks have to report to the HM? Does it apply for official warnings as well?
