It's created by one of the two Gears that makes "Joke Weapons". Also, I wanted to put this somewhere. It's an addition to the design section made by Unregistered contributor 68.35.138.237 that I reverted because Xemnas is never described in the manner it says he is, but it's an interesting observation.
not only that, but the weapon itself may symbolize Xemnas's personality as "a heartless person shrouded in darkness" due to its unique design: the distinct color of this weapon is a purplish-black (the color that represents darkness) while the heart shaped hole in the middle of the weapon represents an "absense of a heart".
