First off since Vexen was the only one Axel actually murdered and Zexion was also executed, neither of them had very high ranks in the Organization as their thrones in "Where Nothing Gathers" indicates. And if Saix truly is the second strongest (Like I said, he's the only boss after Xemnas), he must've done better than every other member on his missions. That is what determines the height of the thrones. Despite the fact that Saix joined 7th, he had the strength of a second-in-command, regardless of how easy it was for Sora to defeat him. Besides...Saix stands a better chance against the Heartlesss than he does the Keyblade, right?}}
