I feel like Master Xehanort is a shoe-in and it sucks because Maleficent is the most developed Disney villain of the series and is a dynamic character. Actually, those villains who believe they're doing good are the worst ones because they tend to cause the most destruction and cause the most suffering. I have to think about it...it's like the two central baddies of the series going against each other. While I hate MX for what he did to Terra, Ven and Aqua, he's a very good villain. Maleficent too, but I believe she could do better if she would gather more competent followers than Pete, like the Phantom Blot or Emperor Zurg. So yeah, I suspend my vote on this one until later... And regarding Maleficent, while she had some incompetent followers (I still think pairing her with pete was a bad move), she did manage to cause most of the problems that Riku encounters in the series.
