Well, since it's appears after unleashing the portal to the Dark Depths at [[Hollow Bastion]], which it could have been located at the [[End of the World]] where Chernabog is at, i imagine that the Phantom was/is some sort of second in command/agent for Chernabog to attack the other worlds beyond his reach, since appearance wise, the Phantom wouldn't look soo out of place in Symphony of Sorcery if you ask me.
