I mean think about it the FF characters that resided in Radiant Garden aged a year between KH and KH2 (Yuffie was 16 in KH and 17 during KH2. All I'm saying is that while yes "Time flows differently" in the worlds (specifically the Disney worlds) in doesn't necesarily mean it ALSO applies to the original worlds like Radiant Garden or Twilight Town flowing differently than Destiny Islands. Secondly, it makes NO sense on what you said on the Disney worlds (Monstropolis, Arendelle, Kingdom of Corona, San Fransokyo) didn't existing at all prior to KH3. True the films didn't existed when Kingdom Hearts II came out but as its has been 1-2 days after KH2 they still existed as worlds otherwise during the pre-KH3 events. Same can be said on the Disney worlds in DDD (particularly the Grid from "Tron: Legacy") as they are dream representation of the worlds that were destroyed by the Heartless prior to the events of the first game.
