The new, Second Organization XIII is a group consisting of thirteen different incarnations of Master Xehanort that debuts in Kingdom Hearts 3D: Dream Drop Distance.

History

The Second Organization XIII was originally intended to be the original Organization XIII formed by Xemnas and the twelve Nobodies. A fragment of Master Xehanort's heart was meant to be placed inside each member in order to turn them into twelve clones of Xehanort, but the members's unforeseen independence, despite Xemnas's lies that Nobodies did not have hearts, led to several coups and the ultimate destruction of the Organization, although it merely led to the resurrection of several members's original personas.

But despite this failure, Young Xehanort had already been sent on a mission by Ansem, Seeker of Darkness to travel to different periods of time and gather different incarnations of Xehanort to be added to the ranks of the new Organization (one of Master Xehanort's backup plans). Xehanort succeeded just as Master Xehanort was revived, and the two almost made Sora into the final vessel, but reinforcements arrived and Master Xehanort was forced to flee with his incomplete Organization.

Later on, Yen Sid said that the thirteenth member had been found.
