You can decrypt the BBS123 USA dats using a custom firmware PSP, JPCSP, and a eboot decrypting program like ISO Tool. Repack the decrypted eboot to the ISO using UMDGen, then run the iso in JPCSP. JPCSP will then prompt you to connect the PSP to your computer and run JPCSP Connector in order to decrypt the files in your tmp folder. The three decrypted files are the three dat files. The people at emunews were able to accomplish this successfully.
